What fixed it for me: deinstall previous package, qt5-speech-5.13.2 It looks like the build needs to look in the work area before looking in LOCALBASE. Someone else with better familiarity of qmake builds might have a suggestion for how to implement that suggestion. In the mean time, a marginally acceptable(?) workaround is to remove the previously installed version of the package.
