Yes, I agree with you. In fact, Cantor has different kinds of plugins in
different directories (cantor/assistants, cantor/backends, and
cantor/panels).

But Cantor has a plugin named cantorpart (libcantorpart.so) and it needs
to stay in the plugin root to be used by Cantor and others software -
Labplot is going to use this part in future release.

It is common others software to install their "part" plugin in plugin
root. For instance, Dolphin is installing their dolphinpart.so in that
directory too.
