"range-start" and "range-end" - just saying in case you accidentally tried with
"resume-start" and "resume-until" ;-)

I am using the default KIO installed by apt-get. Its showing kio5 4.13.3-0
using apt-cache policy.
range-start/range-end should only be supported by frameworks ("KDE 5"), on SC4,
only resume/resume_until should work, so you would debug that usage.
First step would be to wireshark the outgoing traffic and check whether the
client sends the range.

Since this is some okular GSoC, please make sure with your mentor that you are
really supposed to do this on kdelibs and not on frameworks (for okular will at
some point certainly move to frameworks - maybe you're feature is useless/needs
porting by the time you're done)
