Review request for KDE Runtime and Release Team. Description ------- As discussed in the thread "The misterious case of oxygen-icons" there is an undocumented (de-facto) run-time depedency of kdelibs and kde-runtime on the Oxygen Icons (http://mail.kde.org/pipermail/release-team/2012-August/006364.html). Which should be better officially documented. This patch adds a note about the run-time need for Oxygen Icons to kde-runtime/README.packagers. Okay to commit both to master and 4.9 branch?
