That's what I suspected, since you mentioned Plasma 6, so thanks for clarifying

I am able to reproduce this on Kubuntu 24.10, but not on git-master
The good news is that this means the bug is fixed, and this will work properly
on your system when Kubuntu updates to Plasma 6.3
As a workaround, you can use one of the other settings in Desktop Sessions
until then
Steps to reproduce on 6.2.x:
Configured Settings - Desktop Session to "When session was manually saved"
Restarted when prompted, logged into X11
Attempted to restart through KRunner
The screen turned black, the cursor was still visible and active
After killing `/usr/lib/x86_64-linux-gnu/libexec/plasma-fallback-session-save`
the system rebooted
