I'm also seeing the exact same symptoms, i.e., black screen with cursor after
resuming from suspend. However it's on Wayland instead of X11 for me. Switching
virtual terminals works fine, so it really feels like just KScreenLocker is
stuck somehow. I think this regressed recently in the latest release of KDE
neon.
