The transform tool takes existing pixels and calculates a transformation on
them. This can lead to a degradation of line art, similar to when you scale an
image up and down.
In the attached image, I don't really see a "ruined" line, only a slightly
shorter one, so I'm not really sure what I'm looking at though.
In general, if you're unsure whether you're really looking at a bug, it might
be best to ask other Krita artistgs on krita-artists.org, since bug reoports
are only seen by a few people.
