SUMMARY
When bluetooth is configured to be disabled on login, it is enabled anyway.

STEPS TO REPRODUCE
1. Configure bluetooth to be disabled on login in the "Bluetooth" system
settings page
2. Log out and back in again

OBSERVED RESULT
Bluetooth is enabled

EXPECTED RESULT
Bluetooth is disabled
