You've got manual sorting turned on, which means it will try to preserve the
"intent" of your manual ordering when you change these settings. In this case,
those conflict with what the settings' text indicates, since you've manually
arranged your icons in a top-to-bottom manner despite not using the "top to
bottom" setting. If you switch to sorting by name, you'll see that these layout
settings behave more like how you're expecting.
