Sure you can: on the Energy Management page, configure it so that closing the
laptop lid puts the system to sleep, and then on the Screen Locking page,
configure it to lock when waking from sleep.

In fact, what I described above is what the system is configured to do by
default. So if this is not working for you, then either you or your distro
changed those settings, or else there is a bug preventing something from
working as expected.
