The problem was, that the ~/.gnupg folder was missing and thus no keyring was found. I readjusted the gpg4win configuration and now everything works as expected. My best guess is that your installation is broken although Kleopatra's self-test should have noticed this. It could also be a permission problem e.g. if you installed Kleopatra with elevated permissions. Note that KDE doesn't provide a Windows version of Kleopatra. I suggest you contact the Gpg4win forum (https://gpg4win.org/community.html). There you'll find people who know much more about Gpg4win and using Kleopatra on Windows than here. I'll set this to NEEDSINFO from downstream (i.e. Gpg4win).
