Video showing the issue and how tapping on a panel item retracts it
SUMMARY
Panel, which is configured to dodge windows, does not retract back when using
touchscreen unless I tap on a panel component. It is best explained in the
video attachment and the steps to reproduce section.
STEPS TO REPRODUCE
1. Ensure Panel Visibility is set to 'Dodge Windows'
2. Open an app as a maximized window so that panel retracts
3. Swipe up from the bottom of the screen to make the panel appear
4. Click on the app or background for the purpose of retracting the panel
OBSERVED RESULT
The panel remains

The panel must retract
