For me the ideal, and simplest, solution is that besides the current option
"Activate, raise and move" there would be an additional option "Activate, raise
and move (preserve maximized)". You could assign a different modifer key to
each and pick one according to your needs in the moment.

In other words: an option to restore the previous behavior, even if it's not
the ideal one-setting-works-for-everyone approach; it seems like a "don't let
the perfect be the enemy of the good" solution.

I don't use any snapping or automatic maximization -- can't stand it -- and the
advantage of the old behavior was that you could move windows between screens
with lightning speed: hold down Meta and make a quick left-drag darting
movement and the window snaps to the other screen; takes like 50ms to execute,
no time spent finding snap-to target areas or window edges, etc. You could
quickly reshuffle your entire arrangement of windows over three monitors in
about 1 second. Non-maximized windows went where you put them, maximized
windows obediently went to the screen you dropped them on.
