Just found out that we have options to show system notifications for these in
System Settings > Notifications > Application Settings > Accessibility > "A
lock key has been activated". I think you can use that… at least once the fix
for Bug 495264 is released. Given this, I don't think it makes sense to
implement a *third* visual notification for caps lock.
