You are correct, my error on reporting, also working on Fedora 39 install. The Fedora 40 is KDE 6.xx and problem is still critical, I have noticed that one time, the next morning after doing update, reboot, re-arrange icons. the previous day it was ok the next morning, then I started vnc and then the problem returned.
