Found the way to reproduce it: you have to end up with zero screens. Most
screens these days don't actually completely disappear when turned off; they
need to be physically unplugged for that to happen. However some do disappear
when turned off.

In either case, if the system is running when it encounters a "zero screens
connected" situation, this issue happens.
