I set my HDMI dummy display to be a replica of my main display in settings. The
issue has now been fixed by unticking the enabled checkbox for my dummy
display. Previously, when both displays were enabled, using my main display
broke some parts of the desktop like overview etc.. as I said earlier. After I
made it so only my main monitor was enabled in display settings and disabled
the dummy display, everything started working again. Even when remoting in
while my main monitor is closed, the dummy display still works despite being
disabled. So everything is working fine now for me, although im not sure if it
would still be classified as a bug in the case when both displays are enabled
and things like overview breaks.
