SUMMARY
It would help if there was a "Brightness change step" setting like there is a
"Volume change step" setting in Sound > Volume Controls.


OBSERVED RESULT
There's no way to change the brightness change step like there is a volume
change step


EXPECTED RESULT
Users should be able to change the brightness change step like they are the
volume change step

Not all keyboards allow users to use the Shift+Brightness keyboard shortcuts.
For example, on new HP EliteBooks, Shift+Brightness is always entered as
Shift+F3 or Shift+F4.

It would help to be able to manually adjust the change step so that users don't
have to rely on a keyboard shortcut that may or may not work.
