SUMMARY
Since KDE 6.2.0 landed in Fedora 41 and Rawhide, our openQA tests are sometimes
failing because some launchers are missing from the Favorites view in the
panel.

STEPS TO REPRODUCE
1. Boot a clean Fedora 41 or Fedora 42 KDE install
2. Open the panel (Favorites should be the default view)
3. Check the visible launchers

EXPECTED RESULT
It should contain Firefox, Kontact, System Settings, Dolphin, KWrite, Konsole,
and Discover

OBSERVED RESULT
It does always contain all of those. Sometimes, it contains nothing at all -

Current Fedora 41 or Rawhide (KDE 6.2.0)

ADDITIONAL INFORMATION
This doesn't *always* happen, in fact it usually doesn't. The failure rate
seems to be about 10-20%. Sometimes some launchers are missing but the one we
want is present, sometimes it's completely empty. This does *not* seem to be
tied to the performance bug https://bugs.kde.org/493295 - it's still happening
in current openQA tests even though they are pulling in the fix for that bug.
