This got buried in my email. I was referring to cases where the Qt theme can't be configured due to the desktop environment (Cosmic, in this case) doesn't have a Qt configuration tool. I do have the Breeze icon theme and the the Breeze GTK theme installed on my Pop!_OS 24.04, but it doesn't apply it.
