The Shift+Brightness shortcuts don't work on new HP laptops, it appears that
Shift+Brightness combo is interpreted as Shift+Function-key, for example as
Shift+F3. This happens whether Fn Lock is on or not.
IMO, it would help if there was a "Brightness change step" setting like there
is a "Volume change step" setting in Sound > Volume Controls.
