SUMMARY
Drag-and-drop to arrange icons in the task manager (icons only or
icons-and-text) fails.
STEPS TO REPRODUCE
1. Open kate
2. Open konsole
3. Try to rearrange their icons by drag'n'drop
OBSERVED RESULT
Cursor changes to the move cursor (cardinal arrows, but sometimes the hand
instead, depending on the subtleties of how you do it, like how fast you are)
Task Manager 'icon' does not move.
EXPECTED RESULT
Task manager icon moves.
