Those are libddcutil logs. This is not directly related to the notifications, because powerdevil/ddcutil don't play a notable part in the main connection/disconnection logic. KWin is the component that directly reacts to display (un)plug events. Although it looks like the "Display Detected" / "Display Removed" notifications are issued by plasma-workspace/devicenotifications/devicenotifications.cpp in response to that. It would be a good idea to look at logs for plasma-kwin_wayland to see whether it also thinks the connection keeps changing. Might also make sense to check logs for plasma-plasmashell, although it probably won't say much without first enabling extra verbose log output.
