[systemsettings] [Bug 493894] 1- Headphones at 150% volume incorrectly plays at 100% volume when disconnected and reconnected. 2- System icons shows the connected muted device (with 1% volume or more) as UNmuted.

The bug of the connected device not playing at 150% volume until the volume is
changed still happens.

If it is intentional (I hope not), then all sound devices should just save
these higher percentages as 100%.
