[systemsettings] [Bug 493894] 1- Headphones at 150% volume incorrectly plays at 100% volume when disconnected and reconnected. 2- System icons shows the connected muted device as UNmuted.

The visual bug showing the muted device as UNmuted only happens when it has 1%
volume or more.
If the volume is 0%, the notification will correctly show that the device is
muted.
