Oh wow, I can repro the weird flickering every time, i think the steps are same
as reporters:
1. Configure clipboard
2. Select actions configuration
3. Click "Add action"
4. Click "Add command"
5. Close both dialogs with cancel
6. Switch to different menus. Especially shortcuts menu gets weird.
