To my knowledge, GTK attempts to move to subpixel positioning that conflicts
with hinting. In 4.16, they even stopped inheriting existing font settings by
default (you first have to enable the manual mode via the new font-rendering
gsetting).

If you use fractional scaling, what you see might just be because gtk3 doesn't
support fractional scaling and thus the windows get downscaled from the next
integer scale factor.

I.e., yes, both toolkits seem to move out of supporting hinting
