It sounds like you may not have installed enough packages. I use Fedora KDE too
and can confirm that this works as expected out of the box on a normal
installation of Fedora KDE. I would recommend consulting with the Fedora
packagers/devs about it.
If it happens in Kubuntu too, perhaps both are suffering from the same missing
package.
Either way, there's no indication that this is a Plasma bug.
