Chonky panel is in the way :(

SUMMARY

When a right-edge panel is present (autohide or not does not seem to matter)
and the panel edit mode for a bottom panel is opened, the dialog is also placed
on the right-hand screen edge, and is placed behind the panel. If that panel is
chonky enough, the dialog can become inaccessible. 

This is with a panel on the left-edge as well, and the bottom panel set to
autohide, not sure if this matters.

STEPS TO REPRODUCE
1. Add a thick panel to the right-hand screen edge, keep a bottom-edge panel
(like the default panel)
2.  Right-click the bottom-edge panel, "Show Panel Configuration"

EXPECTED RESULT

Panel Configuration is fully accessible.
