SUMMARY
When resizing a window with 2 monitors (one higher res than the other), it is
possible to move it outside of the smaller monitors range
STEPS TO REPRODUCE
1. Have 2 monitors
2. move the window to the smaller monitor
3. grab the window at the bottom of the title bar, and move it up quickly
OBSERVED RESULT
Its possible to get the title bar outside of a clickable range, making it
impossible to move back/size inbounds
EXPECTED RESULT
It prevents you from doing that

Windows: 11 (Dualbooted)
