It's bound by default to Alt+Shift+F2, and has been for a long time. I just
confirmed that this is also the case in stock Fedora 41.

If you want empty krunner, use one of the three  shortcuts that are pre-defined
for this. (They're also much simpler to type: Alt-Space, Alt-F2, or the Search
key on keyboards that have one).
