It does look like graphics drivers. Also seeing this and using AMD Radeon.
Panel must be Floating
Opacity cannot be Opaque
Visibility > Always visible overrides Floating if another window is close
enough. All other settings can cause it.
Any theme and wallpaper will do, as long as the panel provides sufficient
contrast to the wallpaper or window behind it to make the issue obvious.
Only certain combinations of scale and panel height will trigger it. I see it
with height 36 at 105%.
