Can confirm on 6.1.4.
I think this is because the KIO dialog is set to modal, and as with all modal
dialogs the underlying program will not accept input until the dialog is
closed. It's just usually shown by dimming the rest of the program, and that
doesn't happen here (and likely would look weird).
