It's just that scaling them down by arbitrary amounts can make them look ugly, especially with non-high-DPI screens. In addition, if we did let app icons scale arbitrarily, we could not implement this for the symbolic icons of widgets, since they would look blurry and ugly at arbitrary scales even if you were using a high DPI screen. And that being the case, as you changed the thickness of your panel, some icons would scale smoothly, while others would jump between fixed sizes. And then people would note *that* as a bug!
