His statement about sip being required is wrong and makes me think he did not set QT_API. See https://github.com/spyder-ide/qtpy?tab=readme-ov-file#requirements The kajongg source code he points to sets HAVE_SIP to False if neither PyQt6 nor PyQt5 is found. Is there no traceback?
