It seems that if you receive a notification while being in a presence of a
black lock screen, the moment you receive a notification, the lock screen fixes
itself and renders normally (e.g. normal lock screen with the background and
stuff). At least until you lock it again.

You could try reproducing this by running the shell command:
$ sleep 10; notify-send "My name is bash and I rock da house"
and when you hit enter, quickly lock the screen and wait for it to send you a
notification.

OS: Arch Linux x86_64
Kernel: 6.10.7-arch1-1
Plasma 6.1.4
Theme: Breeze-Dark [GTK2], Breeze [GTK3] 
Icons: breeze-dark [GTK2/3]

If it works only on my machine, then it's a shame
