Sorry for that, I know reproducing is important, but as I had to switch distros
for some reasons. I can no longer reproduce this issue.
New results of `kinfo`:
Operating System: Arch Linux
KDE Plasma Version: 6.1.4

Kernel Version: 6.10.7-arch1-1 (64-bit)
Graphics Platform: X11
Processors: 8 × Intel® Core™ i5-10200H CPU @ 2.40GHz
Memory: 15.3 GiB of RAM
Graphics Processor: Mesa Intel® UHD Graphics
as of my new system `ls /usr/share/doc/HTML/en/fundamentals` displays some
files and KHelpCenter successfully shows the fundamentals page.
Maybe this issue can be closed until someone else is able to reproduce.
