More info: the issue only occurs when my two monitors are both set to DIFFERENT
global scaling. I didn't mention my global scaling earlier since I tested the
issue at 100% scaling, but I didn't try turning off global scaling on my second
monitor too. The issue goes away if both monitors use the same scale factor,
regardless of what that is.
