See the logs attached to this bug report. It doesn't happen on every boot, sometimes Powerdevil starts immediately (several boots in a row). It seems to fail randomly. Downgrading to upower 1.90.4 seems to solve the problem so I suspect this is the culprit, but since the issue appears randomly I may have just missed it. STEPS TO REPRODUCE 1. Start the computer then log in a Plasma session. OBSERVED RESULT The session takes longer than usual to load up. EXPECTED RESULT The session loads up almost instantly.
