Sounds plausible that it might be at least partly an NVIDIA driver issue, since I had mismatch in the NVIDIA open kernel module version vs. the proprietary driver part (550.100 vs. 550.170). When I had those mismatched components, the FPS capped at 30FPS, regardless of what the screen refresh rate was: 60Hz, 100Hz, 144Hz - it was all the time 30FPS. Once the driver components were reinstalled to matching versions (550.100), the FPS behavior went back to the 50% thing.
