SUMMARY

When you set a keyboard shortcut in Custom Shortcuts that involves a letter, 
the keyboard shortcut doesn't work


STEPS TO REPRODUCE
1.   System Settings
2.   Shortcuts
3.   Add New Command
4.  Custom Shortcut - Alt + Shift + R
5   Command - xcowsay "hi"

OBSERVED RESULT
To see cow with text "hi"

EXPECTED RESULT
