At the very least, an option to instantaneously show it, should be there. I like system animations, but I would have to fully disable them to make the panel work for me, which I don't think should be a preferable solution. The following system will allow changing the speed, that I know of: Latte Dock Cairo Dock MacOS Windows But I have found a bug report (which I did not find per search), where I funnily enough already commented in the past: https://bugs.kde.org/show_bug.cgi?id=267277 , so this is a duplicate.
