Thanks for the very detailed and high quality bug report, and I'm sorry we
weren't able to get to it until now. Replicating your steps exactly, I can't
reproduce the issue in Plasma 6.2. I tested with a playing YouTube video open
in the browser window whose thumbnail I was hovering over, so make sure I could
notice if it froze or got stuck; it didn't. I actually randomly happen to have
the exact same CPU and GPU as you do, so we can even rule our GPU driver
issues.
Therefore it seems like this issue may already be fixed in Plasma 6.2, and I'll
mark it as such. However if after upgrading to Plasma 6.2, you find that you
can still reproduce the issue, go ahead and re-open this ticket, and we'll
investigate.
