Notifications appear next to the Notifications widget, one of which is in the
system tray. So notifications will always appear on the screen with that widget
on it.
The ability to manually choose its screen (not just its position on that
screen) hasn't been implemented yet, per Bug 446961 which it looks like you've
already found. Marking as a duplicate of it, since the current behavior you're
seeing is intentional.
