STEPS TO REPRODUCE
1. open Power Management KCM
2. set "Turn off screen" to "1 minute" for test purposes
3. play a video longer than 1 minute with VLC player once - the Power
Management applet reports that VLC blocks the power management during playback,
as expected
4. after the video finishes, do not use your computer for 1 minute
OBSERVED RESULT
the screen does not turn off after the last step
EXPECTED RESULT
the screen turns off after video playback + 1 minute of inactivity
