I cannot reproduce the issue either. Based on the screenshot, it looks like
you're using a highly customized firefox theme in plasma, and the default one
in gnome where the tabs are above the address bar. In either case, the
suggestions popup is not managed by kwin, it's a subsurface, and its position
is decided by firefox. We recommend you to report this issue to firefox
developers.
