I can confirm this is intentional. The reasoning is that we only want to
translate the icons within the panel downwards during a de-float animation, to
avoid any clickable areas to move away from underneath the mouse cursor, or any
resizing causing visual glitches. Thus, the un-floated panel kickoff icon has
to have the same left-padding to the monitor side compared to when it's
floating.
