Screenshot shows what happens when setting "Turn off screen" to "Never"

SUMMARY
Currently, when you set "Turn off screen" to "Never", the "When locked" option
gets grayed out, it would be nice if we could make it so the display will not
turn off when unlocked/using but still turn off when locked.
STEPS TO REPRODUCE
1. Open "System Settings".
2. Go to "Power Management".
3. Set "Turn off screen" to "Never".

OBSERVED RESULT
"When locked" gets grayed out.

EXPECTED RESULT
Still being able to make the screen turn off when locked.
