You should have the plasma-xdg-desktop-portal-kde service running. its
activated by d-bus although you say don't even have the service definition file
which is wierd. I think activation of plasma-xdg-desktop-portal-kde is
dependant on  the contents of the portal.config file
(/usr/share/xdg-desktop-portal/kde-portals.conf). So what are the contents of
that file ? do you have tkde as the selected provider for the Screecast
interface ? e.g. even though i set the default for everything as kde i also
explicitly set the Screencast as kde.. whether this make a difference or not i
don't know
