SUMMARY
Each screen should be its own desktop, like in macOS.  We should be able to
move to a new desktop for one screen, and the other screens won't affect it

STEPS TO REPRODUCE
1. Create virtual desktops
2. Move to new desktop

OBSERVED RESULT
In a multi-monitor setup, moving to a new desktop moves the desktop of all
monitors, not just the monitor where the cursor resides

EXPECTED RESULT
Just like in macOS, the virtual desktop shouldn't be tied to all screens. 
Moving virtual desktops should only affect the screen where the cursor is at or
the active window.
